PERSONALITY
Howard possesses very many admirable qualities. He is always taking in his surroundings, analyzing them and the people around it. His mind is a very analytic one. Such a trait has helped him many times throughout his life. Taking in his surroundings, as he does present day, was something he developed throughout his life as a way to survive. Unlike this learned ability, Howard's fearless behavior seems to be something he was born with. When he was younger he was the type to rush into something without thinking them through, this is not the case now, however. He has long since learned that fearlessness was a useful trait. Thinking irrationally was not. Using his rational, fearless mind he is able to analyze a situation without having fear cloud his judgment.
As a younger man, Howard was always trying to explore areas and test his limits. In this way he seemed to possess an adventurous spirit. Being as he is, Howard has always thought to take care of his body. He is a sanguine, so this isn't especially hard to do. But for even for a sanguine, Howard is above average in his athleticism. He works out daily and enjoys hand-to-hand combat practice with others.
Howard never judges others. He is actually so non-judgmental that it hurts. He is not easily fooled by others, but he accepts just about anyone as they are. He believes that as long as you are currently doing good for the world that no one should judge you. However, he is not very forgiving. If you betray him you do not get a chance to repair the broken trust. Once it's broken it will remain that way. He is very fair. He tries to see both sides of a dispute and makes his decisions rationally, even if the dispute involves himself.
Although Howard seems very silly, he does possess a very playful demeanor, it would be wise to remember that this is a front, mostly. Howard is a fun-loving sort, but he understands when and where to be serious. A lot of the time, he uses his silliness to help mask his rather blunt personality. He will jokingly say things that are easy to laugh off, but he's being dead serious. Many people have said that it's hard to tell when he's actually being serious.
Howard is easily bored. Because of this he has taken to drinking a little too much alcohol. His theory is that everything is more fun when you're drinking. He's not really an alcoholic, per-say. As mentioned, he drinks for fun. Very many people consider him an alcoholic but those who are close to him know he isn't. They also know that he is smart enough to not drink so much that it influences his thoughts heavily. He also refrains from drinking when there is important business to attend to.
Perhaps one of his biggest flaws is his inability to reveal his own emotions. Sure, looking at him he seems very lighthearted and easy-going, but most of the time his true feelings are hidden. APPEARANCE
Standing at a rather high six-foot-ten, Howard is tall even for a sanguine. His muscles are well defined and large which only adds to his towering size. His face seems to be stuck at a five-o-clock shadow, since it is peppered with facial hair. He does not allow it to grow out, but he keeps it trimmed. His blue eyes are soft and reflect his lighthearted nature. His skin color is pale. Close to the time that he needs to feed, Howard looks even paler. His hair is shoulder length. The color of it is much like sand. Some would call it "dirty blonde". He keeps half of it up in a small ponytail holder. In a different chapter of his life, Howard lost his left eye. With the help of scientific advancement, he was able to replace his real eye with a functioning mechanical one. It causes him to have intense headaches when he wears it too long, however. This is why most of the time you see him wearing a small, black eye-patch.
Howard tends to enjoy comfortable clothing, but as the mayor of Red Creek he is forced to dress nicely. Normally he can be found in dress-pants and a button-up shirt, complete with a belt and shiny shoes. Many city officials wish he would clean up other parts better as well. They would like for him to actually shave and to cut his hair regularly. But Howard figures they are lucky to get him in a monkey suit. When wearing a full-on suit, Howard slicks his shoulder-length hair back in a tight ponytail. That's his version of "clean cut".

HISTORY
Howard was born March 12th, 2023. This was the year that the sanguine first appeared, being born to human families across the world. Back then, no one understood them and truth be told, no one understood them now. His parents, Ruth Duane and James Duane, were nice people. They took care of him. They loved him as any parents would love their only son. They refused to treat him any differently than they would have treated a human son. They believed that the sanguine were human-beings. They were just a little different. Of course at that time everyone praised the sanguine. They were super-human children. They could lead the world to a better place.
But then the sanguine children went blood-crazy and instead of trying to understand them they hated them. At first the now teen-aged sanguines begged their families for more blood. Blood was something like a forbidden topic in many households. It was weird, different. Eventually the hormonal teens reached a breaking point, many entered a frenzy. They killed their families and drank them dry. They fled and lived on the streets or in the wild. They were called vampires.
Howard had not met such a tragic fate. His parents, who were always very understanding, made him multiple appointments throughout the day to get blood transfusions. Sure, things were crazy in the world but their world remained relatively the same. That was before the law was passed that sanguines could be killed legally since it was too hard to actually lock them up. Many people took advantage of this, killing sanguines who had not turned vampire.
One night, when Howard was asleep (his father had taken to staying up late in fear that someone would come for his son) someone attempted to break in and succeeded. His mother was woken by the noise of James' struggle with the intruders. She knew exactly what was happening, the same thing had happened to a girl down the street. She ran to her son's room and pleaded with him to run. His strength and speed would allow him to get away. She had kept a small cooler of bagged-blood beside her bed every night. Ruth told her son how much James and she loved him. She said how badly she wished things were different, but they were what they were. She told him to never lose his sweet laugh and his adorable nose. Then she bid him farewell.
Many times over the years Howard wanted to return to his parents, but for what? It had become illegal for human-beings to conceal sanguines in their homes. If he returned he would be putting his family in danger. He conditioned himself and tried to forget his human heritage. At eighteen he had enlisted into the makeshift sanguine army where he proved to be a great asset to the continuation of their survival. But Howard did not want to merely survive, he wanted to live. Already he had lost his eye in his battles against humankind.
When he heard of a group that was working towards a brighter future, one where humans and sanguines could live together in peace, he left the sanguine army and began working with the group to bring about this brighter future. His bright personality and analytic mind quickly earned him a place of recognition in the group. When the group was able to establish a functioning system with the US government Howard was asked to become the mayor of one of the sanguine-cities that would be created. He accepted and remains the mayor of Red Creek to this day.
